A consortium of the two Malaysian firms - Tenaga Nasional Berhad (TNB) and Powertek Energy Sdn Bhd (PB) - has already submitted a detailed work plan to implement the power plant project with the Power Development Board (PDB) at a cost of $2 billion.

“PDB Chairman Md Shamsul Hasan Miah, TNB President Datuk Seri Ir Azman Mohd and Powertek Director Dato Mark William Ling Lee Meng on behalf of their respective sides signed the agreement in Malaysia on Wednesday,” said Mir Mohammad Aslam Uddin, Power, Energy and Mineral Resources Ministry’s senior information officer.

The government has a plan to produce 40,000MW of electricity by 2030. The consortium will be able to submit an indicative commercial proposal by December this year. It is also planning to invite EPC (engineering, procurement and construction) tender in June next year for the project.

The project will be able to complete fund mobilisation by 2017 and the two-unit project is expected to be complete by 2022. The plant will be set up on 550 acres of land. It will have two units, with a power generation capacity of 660MW in each unit.

PDB, TNB and Powertek will provide 30% of the project cost, while the rest will come from bidders. The plant will be a fifty-fifty joint venture project.

A total of 10,000 tonnes of coal will be required for running the plant while coal will be imported from Indonesia, Australia and South Africa.
