Civil Service Act Will Be Passed Very Soon: PM

She mentioned that the work on framing of the Civil Service Act has almost been completed. "The law which is now in the ministry would be placed before the cabinet soon, and after approval by the cabinet, it would be sent to parliament," she said.

The Prime Minister added: "We would pass the law very soon and as a result, the government officials would be able to discharge their respective duties properly."

She said this while addressing the concluding function of the 56th Foundation Training Course organized by Bangladesh Public Administration Training Centre (BPATC) here.

Finance Minister Abul Maal Abdul Muhith and State Minister for Public Administration Ismat Ara Sadique were the special guests at the function.

Rector of BPATC Khandoker Md Iftekhar Haider presided over the function, while Course Advisor Dr Md Mahmudul Hasan and a participant of the course Begum Mahfuza Sultana spoke on the occasion.

Earlier, the Prime Minister distributed "Rector Medal" and "Merit Medal" among 30 participants out of 263 participants under 20 cadres of the 56th Foundation Training Course.

Md Nasiruddin got the "Rector Medal" for his outstanding results in the course.

Sheikh Hasina said her government has undertaken reform programmes to build an efficient and service-oriented public administration.

Citizen charter has been implemented and the world's biggest web portal "The National Web Portal" has been launched with 25,000 websites," she said, adding that these programmes have increased the capability of the civil service manifolds.

The Prime Minister said the Pay and Job Commission-2013 was constituted to provide due salary and allowances to the officials and employees of the republic.

Describing new officers of the republic as architects of future Bangladesh, the Prime Minister directed them to work with the mentality of patriotism, devotion and serving the people by coming out of the colonial concept.

"We will have to know our history and heritage, and there is no logic to protect 'Lal Dalan' (red building) of the British rulers. Why would we preserve the 'Lal Dalan' of those who exploited us and made us slaves?" she posed a question.

Sheikh Hasina also requested them to listen to the words of the common people sincerely and attentively and try their level best to solve their problems.

"The people of this country are very simple, and it is possible to win their mind by providing a little service. I firmly belief that you would implement the pro-people policy of the present government by working shoulder to shoulder with general people," she said.

Sheikh Hasina said the new officers in their posting places in the field may find lot of problems in one side, while they could see unbounded horizon of potentials on the other side.

"But you will have to realize the problems and prospects of general people with the heart who are opening up the doors of that potentialities with their unique efforts," she said.

Underscoring the need for a well-trained and efficient civil service, Sheikh Hasina said her government is determined to take the country forward.

"But it is not possible for the government alone to reach that goal. A trained and efficient civil service could be a big supportive force to execute that commitment," she said.

Sheikh Hasina put importance on facing the new challenges of the globalization process by making coordination of our merit and thinking. "It is possible to learn the strategies of making this coordination through training."

Keeping this goal ahead, she said, a plan has been undertaken to increase the duration of the foundation training to six months from four months. "The Ministry of Public Administration and the BPATC have been working to this end," she added.

Paying rich tributes to Bangabandhu, Sheikh Hasina said the aim of Bangabandhu was not only independence of Bangladesh. "His goal was economic freedom of the people of the country and that's why, he dedicated himself to rebuild the war-ravaged Bangladesh," she said.

Sheikh Hasina said after formation of the government by Awami League after 21 years, the development in the socioeconomic sector had begun. "The country achieved food-autarky, the rate of poverty was reduced and the rate of literacy was increasing," she said.

Besides, she said, the country witnessed stunning successes in poverty alleviation, social safety net, food security, power generation, health and education and ICT.

The Prime Minister said as per a UNDP report, the human development index of Bangladesh has been advanced by four steps and its position among the 187 countries is 142. "Among the South Asian countries, Bangladesh is placed after Sri Lanka in human development index," she added.

She said the achievements that she highlighted are some certain steps on the way to build dream Bangladesh. "We will have to cross more ways and you have joined the civil service to participate in that glorified journey," she said.

Earlier, the Prime Minister inaugurated the central WiFi system and upward expansion work of dormitory 2 and 3 of the BPATC. Later, she released fish fry in the BPATC lake.
