BNP leaders started plundering government resources after forming the government in 2001. Commerce Minister Amir Khasru Mahmud Chowdhury, Public Works Minister Mirza Abbas and Khaleda Zia's Political Secretary Harris Chowdhury jointly misappropriated money while allotting government plots. Due to selling 18 government houses in the elite area of the capital without tender, the country incurred a loss of Tk 127.64 crore.

However, as media reports, including Prothom Alo on March 29, 2007, revealed such gross financial anomalies, the Anti-corruption Commission filed a case against Amir Khasru Mahmud Chowdhury for the loss of government funds.

According to evidence gathered by the ACC, Mirza Abbas, Amir Khasru, and Harris Chowdhury made huge money by selling government properties, worth hundreds of crores of money, at nominal prices. The court issued arrest warrants against them on October 1 of the same year.
