From 2001 to 2006: Tarique divided areas of Dhaka city among top terrorists to control from Hawa Bhaban

Soon after the formation of the government on October 20, 2001, the BNP-Jamaat government started releasing the country's top terrorists who were imprisoned. According to the direct orders of Tarique Rahman, all the serial killers including Tokai Safar were released. BNP leaders then used them to take tenders and grab land across the country. Under the guidance of Hawa Bhaban, four MPs of Dhaka including Mirza Abbas divided the area of these terrorists. Thus, the Hawa Bhaban circle using these top terrorists illegally pocketed several thousand crores of money throughout the regime.

BNP MPs Mirza Abbas, Nasiruddin Pintu, SA Khalek and Salahuddin Ahmad coordinated with the top terrorists on behalf of Tarique Rahman to control tender bidding in Dhaka. Besides, BNP's ward commissioner Qayum, Haji Rafiq, Hasan and Mahmuda Begum used to maintain contact with local terrorists.

On October 11, 2007, the Daily Ittefaq published a report during the non-partisan caretaker government based on evidence and confessions of the terrorists.

Underworld don Kala Jahangir's disciples Taj, Ibrahim and Lambu Selim revealed this information during CID interrogation after their arrest. Taj, who was the head of the group after Kala Jahangir's death, said that his boss (Kala Jahangir) got in touch with Hawa Bhaban through AGS Imam and Lambu Selim of Tejgaon Chhatra Dal before the 2001 elections. At that time, Tarique Rahman requested Kala Jahangir to do everything to win the elections. In return, Tarique promised ensured maximum benefits for Kala Jahangir's group from Hawa Bhaban.

Tarique Rahman, Giasuddin Al Mamun and Haris Chowdhury had good relations with the notorious murderer and terrorist Kala Jahangir. Top terror Arman was the key man of Lutfozzaman Babar, the State Minister for Home Affairs and one of the players of Hawa Bhaban. Upon Tarique’s order, another top terrorist, Tokai Sagar, was made joint secretary of BNP’s Mahanagar unit after his release. Tarique's close friend Giasuddin Al Mamun was in regular contact with serial killer Subrata Bain. Even Subrata invested millions of money in Mamun's business. MP from Mirpur-Pallabi, SA Khalek used to patronize top terrorists Shahadat and Khurshid for land grabbing and tender manipulation. The share of this money would reach Hawa Bhaban.

Top terrorist Arman had a close relationship with Minister of State for Home Lutfozzaman Babar. In this regard, another top terrorist Taj told the police that he (Taj) had advised Arman to flee to India. But Arman said that he had people to save him. Arman was later taken to Savar for crossfire at midnight after he surrendered. But a call from the state minister Babar saved Arman's life, and he was kept in safety.
