NPR strategy gets cabinet’s approval

The cabinet also approved in principle the draft of the "Khulna Agricultural University Act -2013 to establish a public university in the country's south western part, Khulna. Briefing reporters after the meeting, cabinet secretary M Mosharraf Hossain Bhuiyan said, a National Data Resources Centre would also be established to create competent manpower to do the job of NPR with high professional standard. The center will be established under a strong legal framework and be connected with divisional and upazila offices through internet.


Besides, the country also needs a reliable database for periodical review of the country's progress in achieving the millennium development goals (MDG) under the principle set by the United Nations, he added. The cabinet secretary said, among others, database on hardcore poor, economic activities of the people including agriculture, labour force, child labour, health, mother and child nutrition and social safety net programme will be prepared under the national strategy.


Today's cabinet meeting also approved in principle the draft of Public Private Partnership (PPP) Act -- 2013 to give the Policy Strategy for PPP-2010 a legal and effective foundation. The cabinet secretary said, the policy strategy is the only regulatory framework for taking public private partnership projects so far. The new law, under which necessary rules will also be framed, will replace the existing policy, he said.


The cabinet has given final nod to the drafts of the Comilla University (amendment) Act 2013 and Barisal University (amendment) Act 2013 creating provision of the post of pro-vice chancellor and fulltime treasurer. The cabinet also okayed a draft on the Parbatya Chattagram Unnayan Board Act -2013. The law will revive a similar legislation which had been framed during the time of authoritarian martial law ruler but later declared null and void by the Supreme Court.


Prime Minister Sheikh Hasina presided over the meeting held at Bangladesh Secretariat. Ministers, state ministers in charge of different ministries and concerned secretaries were present.
